Rich Taiwan

There is a force "for good" in this world that drives society towards prosperity, it’s just that the journey is extremely long and arduous. The "Rich Taiwan Plan" is one of social responsibility investments (SRI) that must be put into practice to overcome obstacles to achieve results. Take up the developing innovative industry at hand and calculate a figure of "USD 3.8 trillion". If it succeeds as expected, the per capita income will reach USD 165,000, the Republic of China in Taiwan will be the richest country in the world.

I once interviewed Mr. K.T. Li and thanked him for building the Kaohsiung Export Processing Zone (KEPZ) in 1965 and attracting foreign investment, which gave me the opportunity to make a turn-over and give my family a good life. Mr. Li responded modestly: "I didn't do anything special. I just did what I should do." Later, a foundation sent a book "K.T. Li and the Taiwan Experience". After reading it, I realized that Taiwan's stability was because it had some talent people who worry about the country's future first and doing the preparation.

Just saw a product photo I took when I was 16 years old (1969), and I was shocked! It had only been three years since I founded "Cheng Kuang Metal Works". Without the assistance of special machine tools, each product required those "mold/automatic transfer mechanism." I used my bare hands to make eyelets, terminals and transistor parts for consumer electronics. It's no wonder that my nickname as "Dr. Blacksmith" and "Gadget Master" by American customers. Just as an American client said half-jokingly when I was invited to a banquet at the Twin-Tower in New York: "You have really wiped out this industry in the United States."

In the early years, although I just wanted my family to live a good life and hope that my parents would no longer be looked down, I worked eighteen hours a day, read three hours, and slept three hours. In just a few years, I didn’t expect that America's competitors have naturally disappeared from the earth. Nevertheless, I still worked hard to prepare the best precision parts in the transistor era, invent the fastest processing methods, develop applied materials, expand scale, and hope to retain foreign customers in Taiwan. People like us enabled Taiwan's rulers to complete the ten major construction projects in the 1970s, and achieve the one of stages of the "Rich Taiwan Plan."

Looking back on my journey, I am honored to have participated in the five stages of the "Rich Taiwan Plan":

Stage 1: the space race between the United States and the Soviet Union from 1966 to 1969, I led my family out of poverty and became rich.

Stage 2: In the 1970s, the foundation of Taiwan's precision industry was laid and satellite receivers were developed.

Stage 3: In the 1980s, the commercialization of satellite receivers was achieved, which in turn promoted the robotics and IT industries.

Stage 4: In the 1990s, contactless/cashless transactions were invented and "Steering the E-Commerce" bill was gained.

Stage 5: Attaining the global commercialization of the e-commerce industry from the 2000s to the 2010s.

Someone recently found an article "Linda Din Talks about AI" that I wrote on the Internet in March 2018. It was a record of the conversation between her and disabilities when she was caring about them. As th matter of fact, I have an indescribable feeling for people with disabilities. Because after my grandmother’s bound feet were broken by the powerful police on February 1, 1966, she could no longer stand up on October 25, 1970, the day she passed away. Therefore, "Walking Robot" has always been a product that I have been researching.

At the age of 13, I was able to do business with Americans with sophisticated automated products. Later, although I had to deal with heavy business and housework, and squeezed out limited time for further study, I still ranked top one in school all the way to NYU, so I had enough academic literacy. After repeatedly being robbed of property and betrayed by my family, I left Tainan and went to the American company Mattel, where I spent one day on May 20, 1984 to revive Barbie. Mattel hired experts from all over the world to see me using a simple "mechanism" to make the machine run automatically 24 hours a day, and they were all amazed and astonished. Therefore, the mechanical part of "Walking Robot" is not difficult, but its power supply part needs to be resolved.

Then I invented the "Power Chip" and decided to use it first to activate the contactless TranSmart chip card, implement the "Cashless" transaction mechanism, and also start the era of E-Commerce. I expected to use the income to realize the advanced research and development of power chips. During APEC in 2001, Mr. Jiang Zemin invited me to Shanghai to inquire about the importance of "The eStoe System" (TES) we invented to national development. In addition to donating books to those friends in mainland China, I was also invited to Hangzhou and Beijing to explain to relevant people; therefore, in the fifth stage of the "Rich Taiwan Plan", in the e-commerce industry we have brought to the world, mainland China is leading the pack till now.

However, as a result, we have been attacked by corrupt syndicate with public powers, and a company with a market value of USD 60 billion had been ravaged to the point where no blade of grass was left; especially, the in-charge woman was scared to death! Even she was lucky resurrected, but still lived in the shadow of death all day long. It was not until August 16, 2017, that the investigation report that she was classified as a "Confidential Document" was declassified, and the "Lima Anti-Corruption Declaration" that I promoted at the APEC CEO Summit had also been linked to the “United Nations Convention against Corruption” (UNCAC). Those entities of corruption on the island were no longer the fish that had slipped through the net. Consequently, the said woman started to dare to talk about our invention of TES -- the best practice of APEC 2003, and only then did she dare to talk about AI again.

Originally, I thought TES was a small piece of cake that would make a profit quickly. Because in 1998, friends from Merrill Lynch and Goldman Sachs advised us to enter NASDAQ as soon as possible, and by profiting from it, we could complete my "Walking Robot" plan. It's a pity that the extremely stupid people were doing things here and there on the island, missing the opportunity to "foster money". Instead, one opportunity after another were caught by the corrupt gangs to beat us to death. Fortunately, there is a Sovereign God to protect us so that we survive. Since 2018, we have been able to continuously promote "Artificial Intelligence" (AI) as the sixth stage of the "Rich Taiwan Plan."

At several international conferences from September last year to this year, friends from various countries saw "TES" (The eStore System) and all said in unison: "TES is AI!" Because the physical channel (1) of TES has "VAM & eStore", which is the "B-C" part, the transaction information will be automatically transmitted back to the company's control center and entered into the cloud for processing --that is, the virtual channel (2) is "B-B" part, and then distribute information to various stakeholders -- such as notifying suppliers to restock goods through logistics; or allocating benefits -- for example, the transaction amount is USD 10, 3 dollar to the supplier, 2 dollar to the storekeeper, 1 dollar goes to the IRS and 4 dollar is kept.

Consumer brings a TranSmart chip card or mobile device to the "VAM" of the eStore system (TES), which is activated through contactless induction; through "read-erase-write", the consumption amount is turned into a transaction, and the transaction information will be memory/recording and automatic transmission to the enterprise's ICT control center, so the system must be configured with various equipments—such as "communication/ computing/ storage/ load balancing/ monitoring and management" and so on. Various devices in the system need to be equipped with different processors, including CPU (central processing unit), GPU (graphics processing unit), and even TPU (tensor processor), so TES is called the best application field in AI.

The evolution and combination of these devices reflects the growing needs and application scope of AI technology. They provide the necessary infrastructure to enable various types of AI applications to be achieved in the best practice, thereby promoting the implementation, application and development of the flows of "financial/ business/ logistics/ information" in the system in instances. It helps improve user experience, assists companies in optimizing market forecasting and management, and most importantly, helps improve government revenue.

We signed a cooperation agreement with "Aerospace Industrial Development Corp." on March 15, 2000, and the results presentation ceremony was completed on June 2 of the same year in the auditorium of the said company. There was the most powerful business model in the century on our hands, and our friends on Wall Street were ready to welcome us into NASDAQ; and Aerospace Company had historical assets. If the two parties cooperated, at least more than USD 30 trillion in "Cashless" transactions could be flying into Taiwan. The fifth stage of the "Rich Taiwan Plan" can be achieved, with Taiwan leading the mainstream technological society in the 21st century. Unfortunately, malicious corruption attacks over the next 20 years destroyed the "Rich Taiwan Plan."

At the Sunday Assembly, sitting on my right were high school students from the “Philippines/Malaysia/Vietnam”. They all had good looks and were obviously the best among their country people. In an instant, I seemed to see myself more than fifty years ago. I have worked with Filipinos in Mattel, who were skillfully craftsmen and spoke fluent English. In my previous company in Singapore, the customers were all Malaysians, and everyone spoke at least five languages, what they all have in common is "Rich Men". The diligence of the Vietnamese is not to mention. I heard that they came to Taiwan to "study". For some reason, what the American customers said to me in Twin-Tower came to my mind, and I couldn't help but feel creepy.

Recall that 1966-1969, I was just a young man trying hard to make money and want my family to live a good life only. But I accidentally "perish my American competitors." Now, outstanding high school students from three developing countries in Southeast Asia have come to Taiwan to learn Taiwan’s good things, and they have said that they will go all the way to the master’s and doctoral level. During this period, their families, relatives and friends have been reorganizing their troops and preparing food and bread. They may be Taiwan's help -- preferably so; if not, they will become Taiwan's biggest competitors.

K. T. Li's vision continues to write the story of "Rich Taiwan". If we had not helped Tainan Mayor Chang Li-Tang establish sister cities with San Jose of Silicon Valley in 1973, and the sister city delegation of Silicon Valley came in 1975 to my factory (Mr. Chiang Ching-kuo had also been here before), and we talked about what computers would look like in the future, actuated "Sleepless between Taiwan and Silicon Valley", frequent interactions. Assume that we did not do anything, ten years later, it doubted that Mr. K.T. Li had a specific goal of "visiting Silicon Valley" or not? And then more than 30 years later, could the so-called sacred mountain to protect the country be appeared?

Today everyone is talking about "Artificial Intelligence" (AI), and the sixth stage of the "Rich Taiwan Plan" is closely related to AI. The European Union (EU) formulated the "Artificial Intelligence Act" (AI Act) based on minimal risk, limited risk, high risk and unacceptable risk. Defining AI system as a machine-based system, designed to operate with varying degrees of autonomy and may exhibit adaptability after deployment, and, for explicit or implicit goals, infer from inputs received how to produce outputs that may affect the physical or virtual environment, such as predictions, content, recommendations, or decisions; and formulated enforcement and penalties -- with a maximum fine of 35 million euros -- has been effective on August 2, 2024. Compared with the practices of advanced countries, we only talk about "how to do AI". should we reflect on this?

As Mr. K. t. Li said: "When I took over as Minister of Economic Affairs, I was thinking about how to introduce good things to Taiwan." Therefore, I personally believe that apart from being delusional, the sixth stage of the "Rich Taiwan Plan" should keep its core part in Taiwan and extend its tentacles to countries around the world; Taiwan's more than one million small and medium-sized enterprises are the only sacred mountain that protect the country, we must pave the way for them. Because with corruption on the decline, our "Rich Taiwan Plan" target of USD 3.8 trillion will benefit all participants and achieve common prosperity; and a national income per capita of USD165,000 should not be a dream, even if it is dream should also come true.
